i had a problem like that on my evinrude, it was like i could keep gas in it, while i was standing off to the side staring at it in frustration i noticed that my filter was an aftermarket that had been installed and it wasnt letting gas go from the pump to the carbs. The one i had was meant to lay down and was standing straight up, i replaced it with one for a motorcycle and never had the prob again. Just a thought and a story for ya' hope it helps you out.

Sounds to me like you're sucking air between the tank and the fuel pump. Go over every connection point well (disconnect, clean, visually inspect, assemble and tighten clamps). Pay special attention to cracks in the barb fittings from previous overtightening. I recommend OMC clamps and not hose clamps. Also, if your fuel line is a tempo or another aftermarket, deep six it and get an OMC fuel line and bulb. Not sure of the reason but it has solved fuel issues for many in the past.
Good luck

Checked every connection and still nothing. replaced every clamp with a metal one. I'm lost...

The metal hose clamps do not seal well in the screw region, you really should use OMC plastic tiewrap fuel clamps. Is your fuel line OMC?

ya i brought it to the dealer today and they installed OMC hose and the black tie clamps. when i spray carb cleaner on the carbs at idle it kills it. i gonna try starting fluid and see if it smoothes out

Don't use starting fluid. has no lube quality. Use a spray bottle with premix in it.

The red switch is the selector for manual or electric primer. Check your owners manual to be sure but on my J40 it should be rotated all the way clockwise for normal running.

if the problem stops when you pump the ball then there's probably a vacuum leak somewhere in the fuel system.I have the same problem with my motor losing prime but at low speeds only. Finally figured out that cheap tempo gas tank was leaking vacuum where the connector threads into it.Also make sure the direction of the flow in the hose/ball is correct.

If you can, borrow someone elses tank and hose and go for a test run. Leaks in these tanks and hoses where the steel banding is on them and where the swivel is can be very hard to detect.

Also, my guess is that there could be an obstruction between the motor and the primer bulb that will not allow enough gas to pass unless you squeeze the primer. An easy way to flush the hose is to open the ball valve in the connector by inserting a tooth pick then place the connector in a gas safe container and squeez the primer. Inspect the gas for crud that may be cloging the hose and ball valve.
