More accurately, it won't start on gas. It starts up fine on starter fluid, but as soon as the fluid burns up, it quits and won't keep up. The plugs are new, and gapped correctly at .030. The Carb is clean. The filter is clean. Gas gets in, from the pressurized tank. I'm choking it like the manual says.
So now what? Please talk to me like I'm dumb. I know my limits, and motors are right on that line.

First off, stop spraying starter fluid into that engine. It has no lubricant in it and can damage your engine. Use a spray bottle with premixed fuel/oil instead.

Have you actually cleaned the carburetor, using a carburetor kit, or does it just look clean? Since it will start with fuel sprayed in the carburetor, you know it has spark, at least on one cylinder. It's getting air, so the problem just about has to be a fuel problem.

Is your fuel fresh, meaning that it is not over a couple of months old? Where are you setting the throttle when you try to cold start it?

If the carb is full of fuel, and still the engine only runs on starter fluid, then the carb is not clean.
Purchase a rebuild kit from your local Johnny/Rude dealer and rebuild the carb. Pull the soft metal plug and clean the low speed orifaces.

PS - don't use starter fluid, it can be really hard on a 2-stroke as it contains no lube and washes away the lube inside the engine. Instead, make up a windex type bottle of premix.

EDIT: CATransplant has this one. :)

PS Your premix should be 24:1 or one quart TC-WIII oil to 6 gallons 87 octane gasoline

Re: 59 evinrude 10 hp not starting

Gas is only a few days old, and mixed at 24:1. No more starter fluid. Promise! :) The carb was just cleaned by my local evinrude/johnson mechanic, at the marina. As a matter of fact, he had the thing running. I got home, let it sit for about 2 days, went down to the river on Sunday, and nothing. The only new factor is gas...and me.

OK...is this outboard a new one to you, or is it one you've owned for a while?

Also, can you tell us what your starting procedure is when it's cold, including throttle position?

Hi Swimmin ...

The only new factor is not just gas. The new factor can also be the cleaned carbs that sat idle for two days after cleaning.

When carbs are cleaned and then run, and they seem to run fine, they are often dismissed as the culprits in subsequent troubles. But when fresh cleaned carbs are shut down after the first test-run, even the smallest bit of clag can lodge where it shouldn't and give the symptoms you describe.

If it was me, I'd recheck the cleanliness of the carbs as a first action. Only after that would I suspect fuel, or the fuel delivery system.

Re: 59 evinrude 10 hp not starting

Cold starting procedure:

Hook up the fuel line, pressurize the tank(required with this model), pull the choke all the way out, pull the rope. If that hasn't worked, I've tried to put the choke in just a little bit, and eventually to put it all the way in. It's exactly as described in the manual. As for the throttle, I always start it in the "start" position, which is full-throttle when in neutral. And of course, I always start in neutral. If you need to know anything else, please ask.
CA-this is fairly new to me. Just a couple of weeks old. I had it running 2 weeks ago, with new fuel pump, cleaned carb, and new plugs. I went out, and the nut for the recoil was left loose(possibly by my mechanic), so the cover vibrated and broke. I replaced this cover with one found locally, but haven't been able to get her going again.

Have you done the "Outboard wont start" troubleshooting in Engine FAQs?

What did you find?

OK. New motor to you. The carb may not have been the only problem. Also, your tank may have some crud in it that's getting to the carburetor. You say you have a new fuel pump, too. If it's an old tank, you're probably looking at some more crud in the carb.

Bummer. Once you get it going again, or even before, consider putting one of those automotive in-line fuel filters in your fuel line. Get one of the nice big transparent ones. That should prevent a reoccurrence.

I'm out of here for the day.
