1994 30 hp evinrude alarm stays on

i have a 1994 30 hp evinrude mounted on a grumman<br />bass boat that after running down lake and fishing for awhile when getting ready to move alarm comes on and stays on when putting switch in start position. motor starts but only runs at low speed--thanks in advance<br />reb1277

Replace the water pump.
