Check and clean all your grounds then run the engine if you can in the dark and see if you can see a wire arcing to the block or other surface. If it won't turn off I'd suspect your ignition key switch. You might also check the kill wire from the switch to the engine.

Black and yellow is the kill wire. It grounds the power pack when you turn the key to off.

Pull the cowling off and fire her up and see if it still shocks.
