If your getting 12 volts to it then sounds like you have lost your pulse from the stator or bad tach. Check the connection from the tach to the motor.

not sure what year your motor is, but my '70<br />115hp, the tach runs off the rectifier. I would<br />start there. cost $35 new.<br />good luck,<br />M.Y.
