I have owned this outboard since new. Last summer I was having a lot of trouble starting it but once running it was great. Now I cannot get it started unless I choke it and it will only run for 5-10 seconds and cut out. I have replaced the needle valve, diaphram, check valves, gaskets, plugs and fuel lines but it has made no difference.

Have you tried replacing the spark plugs? Are you sure you are getting spark on both cylinders?

I think you are still having a fuel supply problem
If it helps when you choke it or when you spray fuel mix in the carb, its a fuel problem.
Check everything from tank to carb. with special attention to cleaning and checking fittings and connectors.
Be sure the vent is working right, and check the strainer on the dip tube.

The spark plugs are new and do have spark, although the timimg may be off. I have taken the tank apart and replace fuel line from tank to fuel pump. You can see gas in the carb after you choke engine.

Make a squirt can of premix and play carbrurator. If you can squirt just the right amount of fuel into the intake (carbruratior) to keep it going, you have localized to a fuel problem. Next hold the fuel tank above the carb and prove you dont have a fuel pump problem..which is common on that model.

Assuming that the primer bulb gets hard when it is connected to the motor and you pump it up, I would loosen the screw at the bottom of the float bowl to be assured that it has gas in it(should flow out and continue to do so until replugged).
Thinking that your needle valve is binding, not allowing fuel into the bowl...
