mercury 65hp low unit oil in#4 cyl

i have a 63 mercury 65hp it has never ran very good since ive had it the lower unit leaks when i freshly fill the it and run it it comes out the prop any ways the #4 cyl looked like it had the oil on it yet i didnt see any water there. the motor never seemed that its had that much power and misses. smoke comes from front of motor as well should i follow that or is that normal

do a compression test if ok BUY A MANUAL,check carbs(clean,float level,needle seating properly etc),tune up & synchronize carbs.Check spark.Once its running right fix the lower unit sounds like you have damaged seals on the prop shaft.The oil on #4 plug is probably flooding or weak spark.Dont forget to buy a MANUAL!!
