97 Merc 15 hp wont start

I have a 97 merc 15 hp won't start first time but if i remove the cover and manually give it a little throttle it starts, after that it will start all day no problem. Any help would be appreciated.

Does the choke work? Could be the throttle linkage is off a bit, too.

Thanks I'll try that. I figured it would be something basic such as that seeing how its easy to start after the first start of the day.<br /> Rick H.
