First attempt to start, starter seems like low voltage, next attempt motor usually starts. After engine runs, starts normally for rest of day.
Battery voltage is ok, connections good and clean.
Solenoid ???
What Year, size ,model, Etc? Some of the older starters just get weak in their old age. You also may want to have the battery load tested. If all wires and connections and battery are good you may pull starter and take it to a starter/alternator repair shop. It can be as simple as a pair of $5.00 bushings. If it needs a lot more like a complete rebuild check the price!
One shop got me the other day.
For $5.00 more I could have bought new one with a lifetime warranty.
How old is the battery? Do a crank load test. A battery can show voltage, but not have the amperage capacity to really push the starter. After it has been running, the battery receives a fresh charge.
That's normal........... pump the ball, and choke the **** outoffit.... really.

Your motor was designed in 1937.... you gotta flood it to start it.

-W
