If possible remove the steering ram (end of the steering cable) from the tilt tube. After you have done that try turning the wheel. If it turns freely then the problem is corrosion and/or dried grease inside of the tilt tube. This needs to be cleaned out with solvent and a gun bore cleaning brush or its equivalent. After cleaning thoroughly, grease the steering ram and re-insert. Should be good to go. BTW, the grease fittings on the outside of the tilt tube, greases only the pivot points. It does not grease the inside of the tube where the steering ram moves in and out. Good luck.
