1998 Yamaha 25hp outboard four stoke:
The engine will barely idle and dies when it is throttled. Seems like it is running lean.
I can get it to rev by placing my hand over the air intake and resticting the air to a minimum.
Fuel pump is good. Carb is clean. Drained gas and put new in. New primer bulb. Can anyone give me some ideas?

Howdy, ebutler.

Welcome to iboats. :)

"Carb is clean." is too pat. How do you know this? Same question about the "good" fuel pump?

All of your symptoms are of fuel starvation, or "running lean".

If choking it gets it to run something is preventing the carb from supplying the correct amount of fuel.

Is the bowl full on the carb? If so it is clogged jets. If not, look for restricted fuel flow from the tank vent to the carb, air leaks in the lines, failing fuel pump, stuck float needle in the carb.

Good luck, and let us know what you find.

The bowl was full of gas so I guess I'll check the jets. I disconnected the fuel inlet at the carb and cranked the engine. It shot fuel out pretty good. The "clean carb" was by sight only.

The jet was clean. Also checked for blocks or cloggs in all other fuel lines. Checked fuel pump again. It shoots gas out. Is there anything else that can be wrong.

Re: Yamaha 25hp fuel problem?

I should have been more specific.

The orifices that are in the bottom of the carb throat are the most likely site of clogs. To properly clean a carb it must be dismantled and soaked in carb cleaner, then blown out with air.

Remove the welch plugs on the top of the carb to get access to the orifices. They can usually be cleared with compressed air, but I have had to run a wire through some to get them clear.

There will be replacement Welch plugs in the carb kit.

Good luck. :)
