Ted Williams fuel/oil mix

I have a Ted Williams outboard unsure of year but the model # is 217-5949-0 and the serial # is 3A 197159. Can anyone help me with the year and to get the right fuel/oil mix for my motor. Also I would like a manual if there is one. Thank You
