I have a 50HP force Bayliner Capri that only runs at idle. In a tank at home it runs to full throttle, but in the water under load it will only idle (stalls when throttle opened). Changed fuel, fuel pump diaphram, filter, and cleaned the carb. Is this an engine problem, or something else i.e...
