Please help... my fuel gauge reads empty with a full tank. When I turn the key to the on position the needle moves to full and then quickly returns to empty. When I turn the engine on, the needle does the same thing. The tank has a Royce Flexi-Sensor 8" fuel sender. How do I know if it's the sender?

TKS is making a hissing noise and does not stop when engine warms up. I changed it but problem continues. I let the engine idle for 15 minutes. The temp reached 175 in about 7 minutes. I don't know what to do next.
