Lower unit vs out drive? lower unit meaning where the gimble is housed vs just breaking it apart lower down? Sorry new to the lingo.

I have a 1985 wellcraft 20 ft with a 3.7 merc engine that is frozen. been trying to free it up but no luck so far.
my question is: should i scrap it or fix it.? I'm pretty good with tools but would need help to change the eng. I just don't know if its worth it, alot of work to put in a used...

The diagram I have shows from choke bottom screw to gnd . gnd? I have purple wire to choke but didn't have a gnd before i had it rebuilt..
I got my new part for the elect choke and yes it was missing a gasket:mad:.
Q. Is the setting on this critical to make it work? I know about where to set it but I did not mark the old one:grumpy:

Checking on why my eng wont start I find that the connection from the wiring harness to the elect coke connector is grounded. I had my carb rebuilt and now wont start I traced it to this point..
