I have a mercruiser alpha 1 with a 4.3l that I had replaced the engine with a long block of the same type. After new engine went in i noticed a drop in the top speed from the old motor. any suggestions for were to start to diagnosis the problem?

I have a problem with the trim on my alpha one. It trims down just fine. but it comes up really slow. I have been told that there is water in the hydro fluid is this the cause or is it something else? also what type of fluid do i need to get to change the old stuff out?
