Made adjustments to shift cables .In reverse the prop locks in both directions. In forward it ratchets clockwise and locks counterclockwise. Is this the way it is supposed to work ?

today i replaced my water pump when i was putting my lower unit back on it took me forever to get the shift shaft to line up and go on now i got it on i went to check to see how it shifted and it shifted into neutral and forward great but when i shifted into reverse then checked the prop it...
i drop my lower unit just like my repair manual told me i replaced the water pump and when i try to put the lower unit back on everything line up right except for the shift shaft i've try about 2 dozens times to line the up but it just won't any help would be great.
