    I can start snow blower, generator, and of course lawnmower, but not this one. Not enough spin with the rope. It has 2 new plugs. I assume choke control should be in the out position?

    no. it is rather flat and no sign of anything broken.

    Yes, there are 2 spiral grooves and that is the mechanism causing the white wheel to go up when the rope is pulled.

    Yes I did find the rope goes back quite slowly or sluggishly. And ro turn the flywheel 3 rotations it would mean I have to pull it out about 5 ft! Something is not right.

    I moved it out, hooked it up with gas, put it in a water bucket...tried starting it and bo go. Pulling the rope only turns half a turn of the flywheel it seems. Pulling the flywheel directly gets 3 to 4 turns but also wont start. If I change the gear (n to f and back to n). It will take several...

    not sure what is missing but I put this blue ring (coke bottle) 3 years back and it seemed to have helped a bit. I do not remember exactly but I must have seen something broken....I can see 3 is there and 15 because the rope is there and pullable. 12 should be ok since the rope is pulled back.
