what are the rules for renting boats? do you need a safe boating certificate?
Because I know that when you have your own boat you have to have a safe boating certificate.I am talking about renting small boats 10-30 foot boats.

why is it that kids can operate a under 12 ft and under 10 hp boat unattended [by a license or adult] if they complete boat safety course.? Why can they operate a boat while a licensed person is supervising them? Why is this rule for boats not cars?
