I have a 1987 electric start 9.9 hp mercury and the mounting bracket has broke off. How much would it cost to get something like this fixed or is it fixable??

I have a 1977 Sears Eska, Model 217.585850 by the serial tag on the motor.
My first problem is the gas to oil ratio i need to know what is the best. What would the motor do if the ratio was wrong? too much oil? or not enough oil?
Basically the motor cranks right up and it's loud and shakes...
my 3.5 hp sears motor runs fine but is not pushing my boat. Its running but there is no thrust, it was running fine down the creek and then just quit pushing my boat. This motor stays in gear can anyone help?
