I bought a new relay, then proceeded to swap it with each of the four relays starting with the top relay first.
If that didn't fix the problem (it didn't) then I put the original relay back in place and moved on to do the same with all four relays.

My 2017 150 Merc goes down but not up. I tried swapping relays around to no avail.
I determined the top of four relays is the down one. The second one down I believe is the up one. I see battery and ground on two contacts in the top relay holder but no current in the second one on the same two...
