I have a 25h Yamaha and the pull cord will not engage the flywheel. The plastic plunger that screws into the back of the pull cord unit is brand new. Any ideas?

I have a 90hp outboard that we took out on the river for the first time yesterday. With the motor in neutral the motor will rev-up to full power but as soon as I put it in gear we were lucky to get maybe 50% of the full power. What could be the issue? Thanks
