    Where is that fuel coming from?

    1965 Evinrude 6hp Fisherman.This is the 3rd needle and seat I have put on this motor.I have set the float correctly.It will pass the blow test but will not shut off the fuel.Not pumping bulb to hard,and it will still flood.I'm wondering if the fuel is coming from some place other than the needle...
