I have an '02, Honda 15 hp 4 stroke that runs excellent until you put the engine cover back on.
Then it's starving for air like the choke is on. It will eventually load up and die. Remove the engine cover and it runs perfectly again.
There is no restriction in the cover, the air intake on...
