The boat goes in gear in reverse but only at Idle. I can not go any faster than idle. when engaged in forward throttle is very stiff but it will accelerate.

Ok, we started a complete rebuild on a 24 foot Grumman 1993 model over 18 months ago and got halted by work,winter spring...
