I don't know what's wrong. I own a nice 2006 220hp zuki.
about 100 hrs on it. I can't seem to get full power. Top speed is 24 knots, at 4100 rpm's. I've been slow trolling alot lately. No added weight, bottom is clean.
Maybe it's fuel starved. Clogged injectors, filters, water in the gas?
