Hope you solved your problem by now. I may have missed something, but have you checked the kill switch. I had the same problem on my first project boat. Doubled checked everything. Then realized the kill switch was off.
I have checked with a mercury tech, and he said the split in the boot is supposed to be there to let water drain out. I question this because a new one appears to be solid with no split. Any advise

I want to add a water separator to my pontoon. I have two 6 gallon tanks. I was thinking of mounting it on the back of the fencing between the tanks. Will being open to the sun and rain be a problem? With a 50 hp four stroke should I leave the fuel filter that on it now?
