    Envinrude 2hp runs poorly

    Its about an 1981 Evinrude 2 hp. It does not seem to be producing full power, seems to be running rough. Doesn't idle down to a proper speed and even when its warmed up and it stalls, you have to pull choke out to restart it. It seems to be going through a lot of fuel as well, but not leaking...
