Both motors wont rev over 3700 , its like it thinks its in neutral or in reverse . I checked gear switch it opens and closes , 1 motor and carb just rebuilt ran great than one motor wouldnt go over 3700 rpm then back to dock the other motor wouldnt rev over 3700 . Any ideas
