What I posted was the values for a CDI stator.
The OEM are much higher than the CDI. I believe(not positive) the OEM is around 800. I'd have to get my service manual out to double check.

Undo the shift cable and shift by hand and see if it works better? Possible bad shift cable or the shift shaft is corroded/corrosion and locks in place.

IF??? you have spark on both leads and it's nice and bright/sharp. Then something else is the problem.
Recheck the fuel pump. Recheck the throat of the carb for obstructions(foam possibly).
