Of course - there's always more to the story. I just don't get why people don't describe the entire history. No working multifunction tach, then you have no way of knowing if there are any check engine codes. "static check" ? what does that tell me? Are you back probing the connectors...
2003 engine. To properly diagnose you need the appropriate factory manual and test harness. The manual has a diagnostic flow chart to follow and instructions to properly test each component. Without them, you are simply guessing.

Since it's a fairly new engine, why are you even fussing with it. It is the installing dealer's responsibility to set/confirm the WOT, and make sure the engine is propped correctly. You should have signed and received a PDI (Pre Delivery Inspection) form from the dealer confirming both of these.
What are the compression readings? If you are going to attempt to repair this engine yourself you should have a factory service manual and the proper test equipment to diagnose the engine's ignition system.
Small engine do come with props from the factory. In fact, all Suzuki's 30HP & below come with a prop. The op's prop is a 215mm x 180mm.
The only way to tell if the prop is correct is to connect a tachometer and see if the engine spins up to it's recommended maximum rated RPM.
