I bought a 1969 Mercury 7.5 hp motor and I have no idea on how to get the top cover off. Also the tiller throttle control has no markings.........so how do I know where the start position is on the motor.

I'm new to this site but I have an Evinrude Elto, Model #4266, Serial # 02313. I know this is a 1.1 hp outboard and was made between 1938 and 1941. Can anyone tell me what the exact year would be based on the serial number or where to look for the information.
