Update:
I pulled the trim motor/pump assembly out of the boat and disassembled it. Took the pump off and opened it up and looked at the gears and bearings and everything else over. Didn’t see anything broken so I reassembled it, and reinstalled it. Hooked it back to the battery and it ran fine...
I looked at both. The u joint bellow was dry with no signs of water. The shift cable bellow is newly replaced by previous owner. Since that was replaced no other waster intrusion noticed by previous owner.

Thanks. If the motor runs when the trim buttons are pressed would that mean the solenoids are good? Does this sound like the pump is bad and needs rebuilt?
