I have read many ideas on de-carbing an outboard, is there an easy and effective way to do this? And what is the best brand to use?

Just took out this 1978 Mariner 28HP for the first time and it barley got a 14ft Aluminum boat moving (maybe 15MPH) Where do you suggest I look first.
This is what I have done so far.
1) new plugs
2) new gas tank with fresh gas
3) drained and cleaned fuel filter

The motor runs a little rough at low idle and the tell tale stream is cold even after 15 min. I pulled the thermostat and inspected, but I really don't know what it should look like. The selco manual dosen't mention this small part.
