    Carter AFB Carb Question??

    My boat has a Carter AFB 4BBL carb installed on my mercrusier 5.7L LX. Does any one know if this carb has a govenor on it??? Every time I hit 4000RPMs it makes the motor bounce like it has a govenor of some sort.
