    Hmmm, it seems that this has been apart before (not surprised) Now, it seems that there are suppose to be 2 very small "clips" that slide onto each side of the Starter Retainer Ring, which then allows the Starter Retainer Ring to be set into place on the Gas tank.     Just picked up a couple vintage outboards and a stand for $50. A '46 Firestone 3.5hp, # E 463 61542 , this stamping is off the starboard side of the water outlet housing just under the motor. The motor was a bit tight; so, I removed the plug and spayed a bit of WD-40 in the cylinder and worked...
