Thanks! So, what else should I be looking at to improve the startup? I’m getting old and pulling the rope that many times to start it is affecting my old hand/arm joints :(
I started it yesterday. Took many rope pulls, but it started and it peed!!! There was lots of gray oily residue in the water. Also, after stopping it, I was again unable to start it. I feel I’m very close to cracking this mystery open, but lack the expertise…I feel there might be some fine...

Sorry, I missed commenting on the telltale. The water stream is constant and seems strong (although I don’t have a comparison). I tried starting it as suggested, but because the markings on the tiller are missing, its hard to know if I have it set correctly when starting...
Fuel pump is new (although it could be a defective one). The carb top is a black plastic material. I will certainly try moving the SS needle as recommended :)

Although there was one in the carb kit I purchased, I did not see one on the carburetor. I kept the part (because I’m a pack rat). Where is this supposed to be located/installed? I did clean/inspect/air dried every nook and cranny I saw.

Hi all: When I said "opening the choke for too long" I meant pulling the rope too many times with the choke engaged as the previous owner said that would flood the engine.
Compression test shows 110 PSI both cylinders with the motor cold (used an OEM compression test kit -57138- from AutoZone)...
