    Unlike 4 strokes the E-tec uses low friction ball and needle bearings.----Less internal drag.

    I think the 9.9 might be / is a looper.----And it will run at 90 PSI.-----Remove bypass covers and inspect pistons / rings.----Easy and no parts needed to do that.

    Switch plug wires?---Wires from powerpack to the coils?----Orange / blue stripe if for the top.

    Many 25" motors available.-----Location is everything.----Know of a 25" 8 HP now used on a 19' boat with great success.----Extension kits may be available.----New motors use up a lot of beer tokens.

    Worked in a facility where a machine used stainless bearings.-----And lubricated by water.-----Fairly low operating speeds.

    With the motor the seller perhaps put " lipstick on a pig "-----A Force motor is NOT a Mercury.

    Force motors are OK----But only if you can do the work on them at home.---And locate parts yourself.-----Many dealers refuse to help folks with them.

    Are you sure it is a Mercury outboard?----Or is it a FORCE motor ?
