    Steering Cable Stuck

    I have a 1978 Evinrude 115hp and the steering cable is stuck.I have put oil on it and hit it with a hammer but it want move.Im thinking about sliding the hole works out from the motor and putting it back new. Can someone help me on this?

    I have a 1978 Evinrude 115hp model 115899C. I cant find the power trim switch or does it have a power trim, cant get the motor up by hand.I would like to wire one up if I knew what to do.
