So I recently rebuilt my carbs, and once I unsuccessfully started the engine I noticed this leaking form around the prop. Is this an easy fix, or does anyone have an idea of what it likely is. Is it bad for me to try and start the engine with this leak?

If I adjust my carbs on the hose at home before going to the lake will it still be good to go? Or is it best to just have the needles set at the starting point and adjust on the trailer at the lake. Or is a hybrid best adjust at home and tweak on trailer. Suggestions?
