Found the issue. The power pack lead to the coil was pinched, had corroded in half. Spliced a new wire in, and we have spark. Will water test for power tomorrow night.
I removed the float and sprayed it out, carb clean came out the other end. i am leaning toward it not sparking, will be checking spark on everything after i get off. i ordered a new coil, 20 bucks and 1day delivery. figured cant hurt to have one spare even if it isnt the issue right now.
went home for lunch, did a compression test.

just cleaned/rebuilt carbs. new gas and gas lines. the prop spins by hand. water stream is strong
this was done on the water. motor will rev in neutral with high idle, but when in forward it wont go higher then 2600ish. would get to 2600rpm at 80% on the throttle, 90-100%...
