Got a 2000 evinrude 50hp 4 stroke when I shift into forward it very easy, but when I go back to neutral it gets a lot harder and then if I shift to reverse it's really hard to shift but will go back out of reverse to neutral easy and then to forward easy. Cables are new

Putting new wiring harness in pontoon, the new harness came with 9pin plug for helm but old harness also had a 3pin plug for helm and a 9pin plug, the 3pin plug has a black blue and pink wire, pink wire comes from fuel gauge goes to fuel tank and black is ground the blue comes from tach but...
This isn’t where the manual describes it but the only thing I could find that resembles a poppet valve is on starboard side of engine below rectifier is a housing with two bolts with yellow paint on them could this be it?
I thought it was very odd placement myself and why I’m very hesitant to pull it all apart to replace it that’s a lot of work for preventive maintenance but if it really needs to be done I will do it.
