I have a 40 hp 4stroke outboard that sat for 2 years , engine will not run at any rpm above 2000 , it will idle and run at full full throttle , anything at 2000 to 4600 engine bogs down and quits . carbs have been taken off twice and cleaned any Ideas on what to look for ??
