Sea-king Chrysler 15hp outboard motor does not start

Hello experts
I recently bought seaking chrysler 15hp 2 stroke outboard motor and it doesn’t start.
Replaced the coils .. condenser look good points also look good. Compression close to 100..

Spark looks good to me . I did put the starter fluid from spark plug holes but i see it drain down.. also tried to start didnt
I did open the fuel pump as well.. the diaphragm is not torn looks okay to mee.. see pictures below

What role does diaphragm Play in starting outboard motor?

Hello experts

What role does diaphragm Play in starting outboard motor?
The diaphragm pumps the fuel......no fuel, no start. Even though it may not be torn or have any holes in it, it may be stiff from age. It should be very pliable/flexible or it won't pump fuel very well. If in doubt, replace it.

If you squeeze the ball and pump the bowl full that should be enough fuel to start the motor. You using the choke?

Thank you it’s stiff.. but if i put some fuel from spark plug holes why does it come out.. and it doesn’t start

I did use spark plug tester and i see the it lights up also i put the spark plug on yhe bolt to see the if it spark it does

As i mentioned above when i put gas from spark plug holes it come out from the bottom
The hole next to the propeller
