I have a Johnson 1998 40hp BJ40TLECR.
I just changed the impeller and I tried to test it out. I added the "water muffs" and turned on the engine. No telltale water. I read somewhere that the normal garderhose does not produce enough pressure to get water out of the telltale? Is this the case? Or is it likely blocked?

you read wrong. muffs when the garden hose is turned on full will produce more pressure than your pump produces. no tell tale on muff means you didn't have the spigot on full, or you have an issue.

Some outboards have another water inlet on the underside of the cav plate , mine does and if I dont tape over it it looses enough water to stop the muffs working .
Water pressure here is set at 24 psi and at the end of the 20m hose I get 16 l/min ( had to check it for the waterblaster/pressure washer ).
