Hi!

I just purchased Evinrude 9.9 HP Model # 10924B. I couldn't find the manual as its says refer to manual to start. There is a two battery terminals coming out of the motor but here is no start button I can find.

1. Starting cord is locked,
2. Gear lever is in forward position and unable to move it.
3. Unable to move handle right or left.

I'm new to the outboard and help will be appreciated.

Throttle lever must be at slowest idle to take it out of gear and to allow recoil to be pulled..

assuming you have done a good carb cleaning and ignition is ok

check (open) venting on the tank and small fuel pump screen

and try hand pumping the fuel to the fuel pump

if it clears the problem ( it stays running) the fuel pump may need a new diaphragm or replacement altogether. make certain hose has no air leaks.

gray fuel hoses have also been known to be faulty due to peeling inner liner.

Thanks. Yes I cleaned the carb today and before setting it back I tried to pump the primer bulb, clean fuel is coming out from the pipe which goes to carb.

Once I start it again it keep shutting down as look like a sound of out of fuel. I restarted and keep pumping the bulb than it keeps running. I loose lots of small parts when do precision stuff like redoing and cleaning the fuel pump diaphragm.

If you recommend me any place to buy the genuine oem pump that will be great.

these small pumps are everywhere on amazon and folks like or don't like them. I have used them with no problems but if you do want oem any dealer will surely have these pumps or order it .
rebuilding the pump is easy after you have done a few first one is always tricky read read read ... kits are available

About the only thing that can go wrong with these simple pumps is the diaphragm.-----I have time to repair these.-----I will never buy a new one of these pumps.

OK I will give a try. Thanks for the suggestion. What you think of this video suggesting the check valve and hose is bad.

The primer bulb is nothing but a manual fuel pump.-----Used to fill the carburetor.------When carburetor is full the bulb does nothing.-----If motor operation improves when squeezing the bulb , the fuel pump on the motor is faulty.

if you ever decide to open and service those square pumps keep an eye for small springs and tiny mushroom caps. To re-assemble I put on small drop of crazy glue on the spring's locating dimple and on the mushroom caps to secure then on the spring ends so they don't fly off to never to be found land. it is a good skill to develop if you plan working on them :)

Also while my motor is giving me trouble, my Zodiac from the bottom of the Transom start leaking while on the middle of the lake. I managed to make it to boat launch on time.
I'm unable to peel the patch from bottom outside and inside. Can I patch both side on top of the existing patch. Can I patch it 90 degree outside to the Transome? What should be the best bet for the repair.
My local Automarine shop is asking for almost $350 dollars for repairs labor.

those pumps are tricky did you do a blow test after reassembly
air IN to OUT barb should pass
No air passes from OUT to IN barb .

if hand pumping helps the pump needs fixing

Hand pump help. One strange this happening when I unplug hose that goes from fuel pump to the carb; After I pump the primer bulb and stop pumping, all the fuel is going back to the tank.
May be culprit is the check valve in the bulb.
Will buy the bulb. Can used the same hose or replaced it with 3/8"?

lift the tank above the carb after filling it... gas will siphon down to the carb and the engine should run.


but....your fuel pump is also acting like a check valve after passing fuel to the carb. You may be so unlucky to have a bad pump and... a bad check valve in the hand pump !!

do a blow test on the square pump you fixed !

Fuel pump was clean and looks new, so does the carb. I don't know who design those clamps that broke my nails. Simple zip tie do the job.

looks alone wont cut it when you reassemble...... the check valves must be oriented correctly as well as the metal layers which I mark (scribe) with sharpie to orient then as they were when I started. final test is a blow test

did you look at he rebuild link I posted above ??


I think your close to a happy ending.... patience brings joy :) !!

I will change the bulb and retry. If it doesnot work than will again reassemble it. Didn't do the blow test once done but fuel is coming from pump exit when I press the bulb.
