Man that's awful.. I would hate fish in that..Mid-Chesapeake Bay to the Atlantic beaches.
Assateague is infamous for its mosquitos at night and its green head and biting flies during the day. A westerly wind blows them out of the back waters, right on top of you.
No-see-ums are a problem anywhere rock mets tide water, ie rock reinforced inlets.

Not horrible at high tide, but combine low light with low tide and they will eat you alive
