I have been trying to install a CDI Electronics Power pack conversion part number 113-4488 on my 1989 Johnson 9.9 Serial number R08241545 Model TJ10ELCES. I am having difficulty getting the sensor to fit properly and could really use some instruction.

The sensor is installed I have good spark and cannot get the engine to fire. Rebuilt carburetor and fuel pump, replaced plugs and wires, replace hoses. the engine will not start. What am I missing?

Remove sparkplugs.----Put 6 drops of fuel in each hole.------Install plugs.----Try to start motor.----Report exactly what happens.

I followed your procedure after I reassembled the engine. I was trying once again to ensure that the new fuel lines where no kinked. I tried to start and nothing. I took out the new spark plugs that I just bought from the boat shop. They only had the alternate its the one with no ground strap (Champion). I put the old NGK's in and it ran for a few seconds and quit. I couldn't get it started again. I have replaced and tried everything. I will soon go back to the store and try and get exactly the right plugs; Recommendations?

I have worked on this engine for weeks, it has a new CDI electronics ignition and I have replaced everything. the first Compression test showed 130 PSI per cylinder. it has started a few times for a few seconds and quits.

back to basics... you have sparks good you have compression good now it wants to be fed.

clean the carb..all passages ALL passages blow dry check the float fill the carb and retry.
open up #22 half a turn....retry check#4 tube

if spraying some fuel mist in the carb face gets it to run you know you have a fuel delivery problem.

The issue is a lack of fuel supply.---Issue INSIDE the fuel tank ?------Carburetor still plugged.-----Choke not working.-----Fuel pump not assembled correctly.-----Manual pump facing the wrong way.------So , remove fuel line at the carburetor.----Operate the manual fuel pump.-----Does fuel come out of that hose , yes or no ?

Being a experienced mechanic is frustrating. Been there many times. You have spark. But is it firing at the correct piston position ? Are you sure you have the float adjusted correctly ? Some carburetors are very touchy.
I rebuilt a carburetor and it REFUSED to go above a fast idle. I had left out the tiny O ring under the main jet. It took a careful sorting out of left over parts to find the 2 same O rings.
