Mercruiser 4.3 reverse engagement issue

My 1993 Mercruiser 4.3 Alpha 2 does not engage fully into reverse before throttle starts to come up. The upper cable shifter slot is now adjusted all the way up the slot which did improve engagement the further up I went but still not quite there. The upper shift cable is adjusted to the 6" spec (center of barrel to center of cable end) with 4 more turns away.
Upper and lower shift cables are within slop specs and with the lower shift cable disconnected the outdrive fully engages the prop manually. Forward engagement is good.
Damn-anything I'm missing here?

The lower shift cable is adjusted to the 6" spec. The upper shift cable is adjusted with boat in forward for alignment with 4 more turns away.
Upper and lower shift cables are within slop specs and with the lower shift cable disconnected the outdrive fully engages the prop manually. Forward engagement is good.
Damn-anything I'm missing here?

It's the lower cable that gets the 6" adjustment....

UPDATE I took off the rear anchor pin and saw that the pin could slide up a little bit more in the slot. The funky nut with bonnet on the backside was cocked. The boat shifts into reverse and forward fine now. But-doesn't seem normal that the pin is maxxed out especially when it starts out at the bottom of the slot normally. Any reason why or if something else should be replaced before it fails? Hate to mess with success but I got to know! Thanks for any suggestions
