1998 force 120 tilt/trim not working right

i just bought a 1998 misty harbor 24' pontoon with a 1997 force 120hp engine. the tilt/trim works, but it only raises the engine about half way, then stops. the electric motor and pump still spin, just will not go up any further. if i help it, it will raise but drops right back down the the half way point. i thought it must below on oil but i removed the plug and some came dripping out. it is not aerated or milky looking. my pea brain is telling me something is leaking internally and not allowing enough pressure to build?

That year the T@T could be one of two styles, the symptoms are the same for both styles, post a pic ?
The T@T fluid might be low??(maybe) or the seals in the pump might be bad??(maybe)
The being able to lift it up the rest of the way shows low oil or bad seals.
Lower the front of the boat, raise the motor, fill the fluid and test.
If it still won't work then the pump seals in the bottom might be bad.
